From what I've seen, foster/adoption is needed in every state. There are at least 4 different foster agencies in my town in addition to Child Services. In my state, you can foster full-time or part-time (known as respite care). That gives the full-timers a little break. I'd be happy to answer any questions if needed.
I don't think you'll have to fight. Quite the opposite in fact. I don't recommend calling your state agency (it took about a month for them to call back). You can do a web search for foster care agencies in your city or a FB search. Also check for CASAfor kids in your state and they might be able to get a list for you. Lastly, (not sure if you can access) AdoptUSkids.org. Narrow the search field by location only. look for the "contact us". That number will be the agency or they may have that on the main page.

What's the best way to get started then? Don't have the patience to 'fight' my way in and its not the failult if entry level gate keeper folks.
