EPA to ban appliances due to effect on ozone layer?

I thought the "ozone" hole was shrinking no?
I guess what happened is the old r-22 was creating an ozone hole, so most of the world stoped using it. In the USA r-134 became commonplace as an alternative which then phased into r-410.(410 is a blend of two! different CFCs).
Aparently r-410 has a high "potential" to trap heat than plain ol co2 does. They (EPA, IPCC) call it a GWP (Global Warming Potential). No doubt the GWP is derived by a secret blend of proprietary spices and agendas.
Nothing does what CFCs do better than CFCs. So we just ban them each generation and create a new CFC for the next generation to deal with.
*Note I am not a PhD, but I have had to deal with old r-22 appliances, fill my car A/C with 134, and my home HVAC unit with 410.
And I bet appliances that don't use the CFCs will be less efficient, therefore use more electricity, therefore generate more CO2. But the people who come up with these laws think electricity just comes from a wire with no CO2 involved.
