That was the impetus for the CIA to try and replicate their own mini NSA. 9/11 and the subsequent laws (IRTPA and PATRIOT) were byproducts which allowed/forced more intel sharing.

I used to say that you could tell the white intel agencies from the black ones by the domain - .gov vs..mil. At some point in recent years, that changed - NSA is now NSA.gov not NSA.mil. Same for NRO. DIA is the only member of the IC with .mil left.
