Question: Why 1909? I always considered it as 1913 with Fed, Income Tax, etc.

The FBI was started.

Well the small pocket of guys including Hover who would become the FBI became a thing.

On July 26, 1908, Attorney General Charles J. Bonaparte appointed an unnamed force of special agents to be the investigative force of the Department of Justice. The FBI evolved from this small group.

Was looking into that, but couldn't work it out, I think Taft became president in 1909 but yeah I agree.

Taft was sworn in March 4 1909. But he was president when Titanic went down. Possibly involved? FED created in 1913 but was successful due to the men who died as a result of Titanic sinking. Maybe planning started for that event in 1909?
