I think the real stopper was Omicron.
My toy theory on this is that Omicron was released as a bioweapon by the "White Hats" or whatever we want to call them, and it basically "immunized" the global population against whatever evil fuckery the Black Hats had in store.

Gates basically admitted as much. He said that Omicron was basically acting as a vaccine.
