Everyone is saying the files show CIA killed JFK. What did they say exactly?

There's a letter from a guy that said that he bought (4) rifles for the CIA and later recognized them as having been used for the assassination. The CIA quotes the letter then says it's not true. While the CIA almost certainly did kill Kennedy, this is hardly the smoking gun everyone was hoping for.
