Or dimensional? I read a supposed FBI report from the 1960's stating exactly this. it said something along the lines when asked, are they (aliens) from a different planet?

No, it's a different dimension and they are able to alter the frequency, hence the weird sighting by humans, sometimes by two or more people together seeing completely different things.

I've saved the report somewhere.
