I agree with you that saying "I'll accept it if I win, but not if I lose" is not the best sound bite but really what else was there for her to do? If she didn't voice the suspicions before the election, then people would say "WhY DiDn'T yOu SaY AnyThInG EaRlieR?".
I think there should be a law that basically the candidates have to agree they will go through with the election AFTER they have appraised the relevant systems and decided for themselves they will accept the results whatever they may be. Basically they will do all of the reconnoitering before the week of voting.
I personally don't think anyone that matters will say "why didn't you say...". But, of course I shouldn't be surprised if they do.
