Most of the people arrested were the nonviolent ones tricked into coming into the capital by the capital police who opened the doors, including the ones locked by electronic/magnetic locks. Most of the violent ones, who were attacking people, were the Antifa goons and possibly Intel people disguised as Trump supporters. They weren't the ones arrested. People like John Sullivan and Ray Epps were not arrested and prosecuted despite multiple evidence against them. You got to wonder why.
