That set of books in the box is from "Founding Fathers". The third book in that set is The Bill of Rights. But he has removed The Bill of Rights and substituted Washington's Rules of Civility (also made by the same publisher).
I'm too stupid to know why he did that, but my guess is that somebody knows why.
EDIT: Also the book on top appears to be a Journal with some sort of combination lock on it.
