The objective of this invention is obscure, to say the least. How difficult will it be for software engineers to develop a filter that defeats the modulation? Will the modulation survive content being downloaded into a file and viewed in a controlled format? It looks like a good excuse to obtain a patent, but otherwise is a flight of fancy.

I think you can buy a filter. I think I have seen those used in university.
screen filters don't help modulate pulses, they just attenuate everything the same amount.

I have photosensitive epilepsy! Dimming things helps considerably, but doesn't completely remove the stimulus
