Yeah, that's because I've had occasion to run the numbers on a few simple schemes (like eradicating airport fog with a laser to evaporate the water droplets). It takes far more than human industry can invest into the subject.

By the way, there are no "proofs" of weather warfare. All I have seen are ignorance, speculations, and logical leaps from "it could be" to "it must be." Very sloppy thinking.
