I just want to know why they venture out in this weather. Do they need food or what do they need to drive out there in the first place?

Inadequate clothing for the harsh cold weather. Some of the homeless are mentally ill and have no where to go.

I would guess most are drunk or drugged. They keep closing places to help poor and homeless to help immigrants instead.
