Yes an all new parallel system including medicine, media, banks, agriculture, education, everything. This is probably part of the delay in Justice. WHs need to allow for some of these to be seeded before they destroy the corrupted. I dont know how you could call it a victory if everything is laid to waste and the People die in the millions due to lack of infrastructure. In mutual destruction nobody wins.
