Take malaria. We can treat malaria, but the problem is it becomes resistant to those treatments and even if we had a brand new drug and treated the entire planet with it right now it would come right back as mosquitos re-infected people. So we need to wipe out the mosquitoes that carry the bacteria too. Everywhere. And in a way they can't develop resistance to, which pretty much eliminates chemicals.
Can you imagine having to kill off an insect planet wide? Do you think the Taliban is going to cooperate?
