When POTUS Ronnie Raygun bombed the hell out of him, he took a turn in the right direction. There were many reasons that ran parallel with his "River development" project which brought his demise. With his lush oil reserves, He cast aside the Central Banks and developed the Libyan Dinar with its gold assets (still unaccounted for even today) backing it. He was also quietly successful working to unify the countries of Africa to become the United States of Africa with the Dinar as its currency. As much of an asshat (as portrayed by the MSM of the day) as he was in his early days, he did much good later on and was taken out because of his policy successes. I would have loved to see that River project see fruition. It had ambitious goals for agriculture growth for not only his people, but for much of Northern Africa.
