Avatars are now given on the basis of post and comment scores. Don't remember for sure the number, but I think it's 45K, and you're nearly there. You don't get to select your own avatar. When you reach the magic number, you'll get one of the available Pepe's.
There was a time... over a year ago, when they first came out that a mod was just giving them out per request... so some have them from that time. IDK if that's how everyone who doesn't hit the 40k threshold (i think that's it) got them but I know that happened.
