I don't do tiktok but I am guessing this is where Roger's had to be held back. The answer is yes if this is the case. You don't hold a man back from a fight by covering his mouth, you stop him from having his lips read/saying something. My guess "I will fucking kill you" or something along those lines

There are multiple Reps who said the Mike Rogers (Alabama) was drunk and said 'I will end your career'... Richard Hudson (N.C.) tried holding him back but the guy went lower and his hand hit his neck / face (mouth uncovered) .
