This is an old military-industrial complex trick. The Army wants new infantry troop carriers, but the Pentagon tells them they cant have the new toys because they have tons of the older toys still in use that work great. They donate older toys to another nation and then can goto the Pentagon for new funding for new toys claiming they need them to be combat ready. Bradly fighting vehicles are really old.
