No. Simply enforce the IRS code as written. It mentions the 50 states for petroleum excise taxes, but fails to refer to them for employment taxes. Direct taxation of people in the states of the Union is illegal unless apportioned across the population. The federal government can make enough money off customs duties and excise taxes to support its limited constitutional duties (which do not include education, welfare payments, supporting wetbacks or Ukraine).
The IRS code is thousands of pages long dude. How can you expect it to be followed?
How does anyone become a US citizen if they were not born overseas and issued a consular record of birth?
The passport says United States of America and lists that as the nationality.
Even an immigrant who takes the oath becomes a citizen of the United States of America (and not citizen of the United States). If "United States" and "United States of America" were identical, they would not have to mention them separately:

United States of America is a member of the United Nations, not the United States.

Tax laws apply to U.S. citizens and not to U.S.A. nationals.

Every time you read about the Federal government doing something in one of the 50 states of the Union, it is necessary to read the actual laws and see if they took the time to define 'State' and 'United States' to include the 50 states. If they didn't, it is a municipal law for DC and the federal territories.
