There are several historical and current examples of deserts being turned into paradise. What is going on in Dubai and Saudi and Libya (under Gaddafi) is exactly that. It is being hidden that they are only able to build these huge cities in the desert because there are massive primary water sources under the sand that they are tapping into.
It appears that the Sedimentary biomes (deserts) ALL have huge aquifer type primary water reservoirs under them. This is what is under Arizona that likely extends into Utah and Nevada. My research has indicated they may be tapped as shallow as 800 feet and may be coincident with hot spring and geothermal "vent" locations.
Have you seen the bacteria that can convert sand into stone? There was a guy that wanted to build caves to hold trees in the desert. They would build houses for people to watch out for the trees. The trees would then make soil from the leaves falling and decaying. The cave walls would gather water from condensation. The cave doesn't have a top, so probably not the right term but I'm sure you can see it in your head.
