not sure if your post or the constitution specifically and uniquely covers a scenario where the VP remains the VP but is ineligible under the constitution to take the seat of presidency. perhaps this is the nuance that gets the speaker in if that's how the movie goes. a long shot sure, but time will tell
Sure, if VP isn't actually eligible, then it would require moving to next in order... granted if VP isn't eligible, then they also aren't eligible to be VP. Would, or at least should cause the VP to be vacant as well.
Still doesn't solve the issue over the Speaker (a current member of Congress) not being eligible to succeed. Has to be an Officer of the USA.
I can't speak to if Harris's birth and parents birth status make her qualified to be VP. standards could very well be different in this regard between VP and President
