To 25th Biden, they dont need so many stashes popping up here and there. I believe this is to create the foundation to get to this:

Typically multiple reasons exist.

Belief in only one reason is encouraged and exploited by Media programmers. One reason is offered so other, more damaging reasons, arent uncovered.

Additionally, people with differing motives can be involved.
