Space Force assumed responsibility for all military space communications. That's all there is. NSA monitors all the other communications. There is nothing left to "circumvent." But military comm systems are not designed to broadcast to the internet. We may have means of neutralizing civilian communication satellites, but that would be like pulling the plug on the telephone system: you are hurt more than you can hurt.
