My guess is nothing. Nothing will be done about this. People will happily pay their taxes and send their kids to government school just trying to move on as best they can because they're unwilling to put themselves in harms way or fight back against an authority. I have little to no hope for the general population to be capable of doing anything of substance to fix this problem.
