All associations/licensing boards that claim they're protecting the consumers are pretty much only money-making rackets. Same with marriage licenses and driver's licenses.
Business owner here. I regularly get BBB complaints from customer who believe they have been wronged. For example their package was 1 days late. If you look on the BBB and search on the large companies like FedEx, UPS, and Uber they will have tons of negative reviews and complaints. The irony is that you can't write negative reviews on the BBB or initiate complaints. Unlike Yelp where you can write reviews on Yelp. BBB is a joke, but some people still think it's a valuable resource.
Former bartender here- food safety permit in King County (Seattle) was $20 2 yrs ago- it covers the basics-- and there are very stupid, careless people in restaurants. No certified food managers needed on duty,- never even heard of that..
Any 15 yr w half a brain can pass the required test-- the bartender 1 is harder
Truth- I'm a bio nerd and bartender to pay for undergrad- once a recruiter chastised me for not annotating that I 1. Worked full time and did school full time with zero debt and 2. That my work was bartending! I adopted the "my school was so tough they didn't offer minors only double majors, so I joke that my bartending is my psych minor"
Every restaurant also has to have a certified food manager on site at all times. Requires 3 to 4 people to hold one. Safeserv Management Certification class and test was 225.00 last time I got one. Been out of restaurants for 10+ years. Those certificates are good for 5 years.

...bartenders have to be intelligent enough to multitask-mixing drinks, counting money and handling drunks....
