You are partially correct from SF northward to Alaska where Marine West Coast climate is characterized by cool summers and high precipitation. South of SF, the climate gets drier. Southern CA has what's called a Mediterranean climate or Dry Summer subtropical. The boundary between these two varies as you implied.
