Dont put a hype yet. Kishida announces he has a PLAN to discuss possibility of downgrade in spring, not promising anything....at all. Japanese hospitals is against it unless they kept getting Covid Aid money. And most of the almost bankrupt hospitals made huge profit from Covid Aid money. And Kishida has long history of NOT committing anything, but always announces that he has a PLAN to discuss or a PLAN to investigate.
