If memory serves (I may be wrong), but Ford was speaker of the house (third in line) and there was no VP because of Agnew's resignation. Ford moved up to president because no second in line existed.

Ford was the first appointed vice president being selected by President Nixon upon the resignation of Agnew. He subsequently appointed Nelson Rockefeller as his vice president.
