Newb question: How is Tucker allowed to talk about the CIA?

Who is allowing him to talk about JFK and Watergate?

Is Fox News just letting him because they know that all legacy media is quickly dying financially? EG: Washington Post layoffs, lefty news outlets (Vice, Buzzfeed, etc), etc.
