I didn't understand at first but it was his only option. Denying the vaccine would have led them to blame millions of deaths on him. He probably knew the vaccine was in the works way before they announced the Covid 19 virus and he knew where the virus came from. He also knew their plans and this was the only way to throw a cog in the machine.
