Hmmmm.... There is no doubt THEY have plans. But if you cannot see how so many of their plans, if not all of them, have been and are right now being screwed up, I think you need to adjust your focus.
You don't turn around a massive super tanker in 2 hours.
Likewise, you don't turn around a plan that has been developed and practiced for decades if not longer, in a matter or a few years.
