That is the assumption. However they are still unable to try civilians with a functioning civil court in place. Only once the civil courts are no longer functioning can the military place civilians in a court martial. So you can see the issue. Even if military is in control, which it does seem to be, they still cannot arrest everyone. Some people they probably can arrest for war crimes. Its very likely already happened. Especially foreigners. But I think it becomes more complicated for civilians not clearly engaged in war crimes without evidence provided by the military itself.
