The baseball field located East of the Veterans Memorial Stadium has a 3-sided building that has a particular center 'bent' behind home plate. If you follow that building line, it points out into the parking lot where the monthly Long Beach Antique Market takes place... and might refer to one of the stalls set up in that market.
Graduations for several area high schools (including Clovis West High School and Stroughton High School) and colleges (including Jackson State University and Long Beach City College) happen at Veterans Memorial Stadium.
So 'pomp and circumstance' is definitely played there, it is near an antique market that is located 100 feet +/- from a fence... and a nearby baseball field building may point to the flea market stall location of the medallion.

But it seems to me that a stadium or college is what's being hinted at. There is indeed an old college here that is being renovated over time, names of halls changing. I bet it's there.

I would look for a flea market stall roughly in-line with that baseball field building's middle section... and that sells antique cases, chests or crates.
You may also look at the football field stands, which are on the West side of the stadium. Those stands are oddly skewed from being in-line with the field (strange angle) and again, if you follow a line from the South or North edge of those stands, it could point directly to a booth at the antique market.

That building I referred to happens to be a baseball STANDS. That might explain the weird use of the wording "place stands nearby".
