In a sane, normal world, the leak would have occurred because someone was patriotic, knew right/good from wrong/evil and had a conscience that prevented them from being complicit with (or outright supporting) such secrecy/lies/illegality.

Nowadays, conscience seems to have fallen by the wayside with leaks like this occurring primarily (only?) when someone(s) want to use them for political advantage.
