Under the Constitution, President of the Senate opens purported certificates and the votes contained in them are counted (tabulated), arguably by the POTS, in the audience of the joint Congress. That's it. There is no "certification." But yes, our Constitution certainly could use some major updates to cover these election related oversights and ambiguities.

Expecting Pence to attempt to wield imagined authority he never possessed, would be to ironically want him to be the villain he's being portrayed as... one doesn't save the Constitution by violating it.
