"The speaker is Dr. Carol Baker, M.D., Professor of Pediatrics, Molecular Virology and Microbiology at Baylor College of Medicine in Houston. She chaired the CDC Advisory Committee on Immunization Practices (ACIP) from 2009-12.
The National Meningitis Association hosted a 90-minute panel discussion in May 2016, where six national immunization experts discussed vaccine concerns. Topics such as parent and healthcare provider resistance, media concerns, and laws and mandates were covered by the panel. It was titled Achieving Childhood Vaccination Success in the US. The Immunization Action Coalition is responsible for uploading the entire discussion to their YouTube channel, and once hosted the full speech in their archives. I was thinking that this HAD to be taken out of context... but from the info you’ve provided it appears that this is not the case. If you had previously seen the entire video, can you confirm this was the intent and not a sound bite?

She seems to be talking about the ethnic groups most likely to refuse vaccination AKA white people. Thus, the solution to vaccine hesitancy is to get rid of all the white people. It seems to be more of a poor choice of words than "a plan."
The level of brainwashing is impressive, but on the surface it doesn't appear to be quite as bad as it sounds in the soundbite. That's just my assessment however, YMMV.
It's still plenty bad, to be quite honest. Shouldn't the solution to vaccine hesitancy be informing the people who are hesitant about the benefits and risks? Instead of, you know, getting rid of a whole ethnic group.
