She seems to be talking about the ethnic groups most likely to refuse vaccination AKA white people. Thus, the solution to vaccine hesitancy is to get rid of all the white people. It seems to be more of a poor choice of words than "a plan."
The level of brainwashing is impressive, but on the surface it doesn't appear to be quite as bad as it sounds in the soundbite. That's just my assessment however, YMMV.

It's still plenty bad, to be quite honest. Shouldn't the solution to vaccine hesitancy be informing the people who are hesitant about the benefits and risks? Instead of, you know, getting rid of a whole ethnic group.
The whole concept of controlling what people inject into their body is bad on a thousand levels. The whole purpose of that meeting seems to be about what it will take to force people to do "the right thing." So ya, it's plenty bad. It just doesn't appear to be a straight up call to Kill Whitey.
Then again, it's not too far off either.
