My favorite sentence from that response:

"In a limited number of cases when a full virus does not contain any known gain of function mutations, such virus may be engineered to enable the assessment of antiviral activity in cells."

This basically says that they DO engage in the process of engineering gain of function mutations. But we should all feel better because, don't worry, it's only in a limited number of cases.

They are basically admitting guilt.
