If they are indeed VL's. They'll be running the prison. Here in TN at least there is a high VL presence in our prisons. I assume across the country. Don't know though.

They will definitely be protected. Cop or not.

This is accurate. If they are VL they will be protected. Especially if they were following orders which they could have been.
