I was just re-reading an article shared by Q in 2018 which proposed a theory that Jeff Sessions was playing 4-D Chess with his decision to use Huber and the IG (+470 attorneys) to investigate Clinton rather than using a Special Counsel.

In the article, the author claims that then-Deputy Attorney General Rod Rosenstein also got some investigations started related to Clinton:

Rosenstein also picked up and continued an ongoing FBI investigation of the Clinton Family Foundation, supporting it with offices in Los Angeles, New York, D.C., and Little Rock.
Is there any open-source evidence of Rosenstein having opened these investigations? I can't find anything outside of this article, but perhaps there are some better diggers than me?
Baker might have been responsible for leaking pre-election. But I think everything shifted after Trump won. By that point, Comey likely knew of HRC's plan to set him up. Upon realizing this, I think Comey's countermove was to actually help facilitate the renewal of the CP FISA and allow the spying to continue into Trump's presidency - knowing it would all eventually unravel and boomerang back on HRC/Obama/Brennan etc.
So I think Comey probably personally leaked to Jake Tapper/CNN the fact he had briefed Obama on the Steele Dossier, and this report was used to give credibility to the dossier in the FISA renewal:
