Many satellites are in the upper stratosphere HANGING under balloons so this is no surprise. Actually I would not be surprised if it’s ours and not the Chinese. 3-4 years ago we got out a big telescope to watch a comet and saw a couple that sure looked like balloons. Did a little research and found there are 1000’s up there.
