IMO, it's war propaganda coming from our side. The Chinese have been probably spying on us for a long time, if not from balloons then from satellites, but this time the MIC chose to publicize it to drum up public support for war. If this warning is accurate, then we are here:

Phase 1 will be a gradual increase in news of the weaponry our country has. A lot of the intermediate phases seem mundane, but the whole process is to get as many men as possible comfortable and desensitized to war.
