Exactly even they did not know which they would choose until they were in the final stages of planning. Pandemic, major natural disaster or attack on the country (US).

I suspect that 9/11 wasn't their first option but they went with it because it aligned with what they wanted to do by reshaping the ME via the Project for the New Century.
