Converting the existing U.S. car fleet to electric vehicles would require more lithium than the world currently produces, showing the need to move away from private cars as a primary means of travel

Notice their solution isn't to mine more lithium, or to even come up with lithium alternatives, it's to just do away with private car ownership.

Mandate electric cars, oh no! Not enough lithium, going to have to outlaw private autos now.
