The only reason this is happening is because the DS doesn't want these people to leave Ukraine. These people are the victims of their own government and they will unwillingly remain there until they are either killed by their own government or forced to fight against Russia. Their only hope is to join the Ukraine forces then split and surrender. Better not have any Nazi tattoos if you do that though.
