I found it. It's a game called The Illuminati designed in 1994. Here's some cards from sale: https://www.ebay.com/itm/255061841324

Interesting there's a card for terrorist that has an explosion on two buildings. The cards were created in 1994.

Yeah this card game has circulated the truther circles for a long time (since before Q). It made lots of predictions.
