That's where the "hate crime" angle comes in.

The actual reason for those "crimes" to be on the books.

Criminalizing thought and emotion.

And the PtB are working hard to bring us to the point where there doesn't even have to be any proof of a crime for it to be a punishable offense. Just the suggestion of an offense is enough.
