I'm quite capable of reading and comprehending what he wrote. He's justified in questioning why a duplicate post was stickied in place of one covering the topic was already stickied. This is inconsistent with repeated mod action taken in removing posts covering the same topic, yet in this case a duplicate is unnecessarily advanced up to the top. Why?
