There is nothing to make a decision. If you want reparation, find who was behind the slavery from the beginning (where the slaves were caught) through to the end (who financed the op, who shipped them, who sold them, who gave loans to buy them etc) and then assign accordingly.
Then make sure every person who claims it has papers to prove their ancestors were slaves. Most descendants come from both slaves and slave owners in their ancestry - exclude those.
